Cursed Fishing is not Blizzard finally giving you permission to fish on the Coiled Isle. Normal fishing still works in ordinary fishable water. Cursed Fishing is a special layer that appears after a Curse Surge is completed, while Captain Tokka's friendship track later unlocks additional Venom Fishing and Temple Fishing.
If you were already fishing, pulling up fish, and even finding weird quest items before you understood any of this, you were not doing anything wrong. The game just introduces the pieces before it explains how they fit together.
I had been fishing on the Coiled Isle for a while before I finally stopped and asked a very simple question:
What the fuck is Cursed Fishing?
Because Captain Tokka was apparently going to teach me how to fish in cursed waters, except I had already been throwing a line into the water all over the island. I could catch fish. I was gaining Fishing skill. Nothing appeared to be stopping me.
Then I fished up a quest item.
Then another.
Then another.
Then another.
By the time I had four strange fishing quest items sitting in my bags, I realized there was apparently an entire progression system hiding underneath what looked like normal fishing.
And the problem is not really that the system is complicated. Once you see the structure, it is actually pretty cool.
The problem is that Blizzard uses words like Cursed Fishing, Venom Fishing, cursed waters, special pools, Captain Tokka reputation, Curse Surges, fishing artifacts, and an endgame fishing rod without ever giving you one clean explanation of what belongs to what.
So here is the explanation I wish the game had given me.

This is the single most important thing to understand:
That distinction is why this system can feel broken when you first encounter it. If the game tells you that you are going to "learn Cursed Fishing," the natural assumption is that you were somehow not really fishing before.
You were.
Think of the Tokka system less like learning Fishing and more like unlocking new fishing modes:
Your regular Fishing profession. Cast in ordinary fishable water and catch the normal Midnight/Coiled Isle loot available to you.
Temporary specialized fishing opened around an area after its Curse Surge has been completed.
A permanent Tokka storyline unlock that lets your Warband fish specialized venomous waters around the Temple of Ula'tek.
A later Tokka unlock that extends the special fishing system deeper into the Vaults of Atal'Utek.
Once you separate those four things, almost everything else starts making sense.

Cursed Fishing is tied directly to Curse Surges.
Curse Surges rotate between five locations around the Coiled Isle. You complete the local event, summon the rare elite, kill it, and the surrounding area enters a temporary cursed gathering state.
According to the current 12.1 guides and in-game event behavior, the Surge locations rotate on roughly a 45-minute cycle, and after a successful Surge the Cursed Fishing state at that location can remain available for up to 30 minutes.
That temporary state opens additional Cursed Fishing nodes and lets you pull specialized materials and catches from the affected area.
Curse Surge appears → complete the event → kill the rare → that area becomes eligible for Cursed Fishing → fish the temporary special nodes/loot while the state lasts.
Captain Tokka's quest Venom Fishing: Shell of Yourself is the character/Warband-side unlock for Cursed Fishing. Completing it teaches the Cursed Fishing ability so you can actually take advantage of those post-Surge fishing opportunities.
That means Cursed Fishing effectively has two halves:
- The world state: somebody completes the Curse Surge and opens the temporary fishing opportunity.
- Your progression: Tokka's storyline teaches your Warband Cursed Fishing.
Neither of those things replaces ordinary Fishing.
Captain Tokka has his own five-rank friendship reputation separate from Zul'jarra's Forces.

The important part is not just the vendor rewards. Tokka's story itself is gated by that friendship progression, and the story quests are what teach the specialized fishing abilities.
After Venom Fishing: My Second-Best, repeatable quests become available at Tokka's Folly. Blizzard also specifically calls out dailies, fishing up strange artifacts, defeating spirits from Tokka's past, and the Open Sea Fishing activity as ways the overall system feeds his friendship progression.
So Tokka is basically the spine connecting:
- the storyline;
- the special fishing unlocks;
- the weird quest items you keep pulling out of the water;
- repeatable reputation;
- and the eventual fishing endgame.
The cleanest way to understand Tokka's questline is to ignore the fact that nearly every quest has "Venom Fishing" in its name and look at what each quest actually teaches you.
Quest: Venom Fishing: Shell of Yourself
Lets your Warband use the specialized Cursed Fishing opportunities opened after Curse Surges.
Quest: Venom Fishing: Maddening Concoction
Lets your Warband fish in the specialized venomous waters surrounding the Temple of Ula'tek.
Quest: Venom Fishing: Maximum Potency
Lets your Warband cast deeper into the Temple/Vaults of Atal'Utek fishing system. This quest is gated behind the Venom Trawler stage of Tokka's reputation.

So the progression is not really:
"You cannot fish → now you can fish."
It is:
"You can fish → now you can interact with cursed fishing → now you can fish specialized venom waters → now you can fish deeper temple waters."
That is a dramatically less confusing sentence than the game gives you.
This was the part that finally made me realize I had wandered into a real progression system.
The achievement Treasures of the Damned tracks 10 strange artifacts that can be fished up around the Coiled Isle. Those artifacts start quests, and turning them in currently awards 150 Captain Tokka reputation.
The clever part is that the artifact pool appears to expand alongside your Tokka fishing unlocks. Community testing on the live patch has mapped the achievement roughly like this:

That is why you can start fishing, randomly discover a couple of quest items, and have absolutely no idea that the game is quietly handing you pieces of a ten-item progression achievement.
It also creates a feedback loop:
Fish → find artifact → turn in quest → gain Tokka reputation → unlock more specialized fishing → gain access to more artifact sources → fish more.
There is one live-patch wrinkle worth knowing: the achievement tracks ten unique artifacts, but players have reported fishing duplicate quest starters and receiving reputation again. That may be intended repeatability or may be one of the early-patch oddities. Either way, I would treat the list above as a guide to the achievement progression, not a promise that every artifact can only ever appear once.
The Ghost Crew Can Show Up Too
Fishing can also trigger encounters with cursed members of Tokka's old crew. Players have reported spirits such as Master Grenadier Birdie, Cook Leathertongue, and Quartermaster Inktail appearing from specific fishing catches/pools, with reputation awarded for defeating them.
So while you are "just fishing," the game may quietly be rolling:
- normal fish;
- special fishing materials;
- artifact quest starters;
- achievement progress;
- Tokka reputation;
- and cursed crew encounters.
No wonder it feels like the system appeared out of nowhere.
At Bloodsworn Crew, Second Mate Sluggs sells The Coiled Huntress, an epic fishing tool, for 6,000 Voidlight Marl.
The rod is not just a stat stick.
While fishing on the Coiled Isle with The Coiled Huntress, successful fishing attempts siphon Venom into the rod. Take the envenomed pole to Seasage Polo at Tokka's Folly and he converts the stored Venom into Coiled Filament at a one-for-one rate.
Equip The Coiled Huntress → fish successfully on the Coiled Isle → gain Venom → cleanse the rod with Seasage Polo → receive Coiled Filament → buy cosmetics and the mount.
The headline reward is the Sea-Dwelling Isle Serpent, which costs 2,500 Coiled Filament and requires Bloodsworn Crew.
So yes: after finishing Tokka's friendship track and buying a 6,000-Marl fishing rod, the mount is effectively asking for around 2,500 successful Coiled Isle fishing catches worth of Venom conversion.
That is the point where "I am casually fishing" becomes "I have made a lifestyle choice."
Just to make sure the naming chart needed one more box, Midnight also has an Anglin' Score.
Each fish can contribute up to 100 points toward your Midnight Anglin' Score. Reaching 2,500 earns The Briny Best achievement and the Briny title.
That is essentially a separate cosmetic fishing-completion system. It is not another Captain Tokka friendship rank and it is not what Cursed Fishing means.

Cursed Fishing is a specialized fishing layer on the Coiled Isle that becomes available around an area after its Curse Surge is completed. It does not replace normal Fishing, and Captain Tokka's progression later adds separate Venom Fishing and Temple Fishing unlocks.
That is it.
That is the sentence I needed.
And once you know that, the rest of the system goes from "why the fuck am I unlocking fishing when I am already fishing?" to a surprisingly coherent little fishing progression with reputation, story quests, special waters, collectibles, random encounters, and a long-term reward loop.
I actually like it a lot more now that I know what the hell it is.
